Changes from Usability - January

Highlights:
Bigger stuff to tackle:

• Add Layer Mechanism
• Preview tool (functionality of those tools)
• Map filter: still not intuitive. Lock filter when zooming in?
• Search box / Geolocation box placement

To do, but bigger effort:

• Allow site to expand to full page / browser window (hold off on small stuff like scroll bar…)
